DEVELOPMENT SHELL - SYNTHETIC DATA ONLY. This is not the real GIM dataset. It is a metadata shell created in the Health Data Nexus development environment by tools/gim-synthetic/create_dev_project_shell.py so that the Phase-0 dataset-chat spike can exercise the credentialed-access gate end to end. Its access policy, DUA and required training mirror the real project exactly, but the tables it points at are machine-generated and contain no patient data of any kind. The real dataset lives in production.
